洛再限建新巨宅

鑑於社區團體抱怨連連,洛杉磯市議會7日通過單一住宅區與山區進一步限建全新巨宅,修改現行反巨宅法規,將R1地目的新屋建蔽率從50%降為45%,並取消建商以環保設計可多蓋20%坪數的優惠條款,力阻巨宅化(mansionization)繼續惡化。

市議會以13-0通過提案,要求市府律師Mike Feuer修改2008年通過實施的現行兩項法規的條文,堵住現行法規漏洞,進一步規範建在單一住宅區與山區的新屋尺寸。新法規預計明年出檯。

選區涵蓋洛市西區北至Encino的市議員柯瑞茲(Paul Koretz),是修改現行巨宅法力阻巨宅化提案的領軍人物,在選區民眾投訴不斷後,2014年5月起推動修法,力阻開發商鑽漏洞興建醜陋的新巨宅。

柯瑞茲表示,民眾投訴由開發商興建的這些非常龐大又醜陋的盒子狀巨宅,只是盡其可能地多蓋臥室,以獲取暴利,投機客唯利是圖的作法破壞了社區景觀和諧,枉顧整個社區屋主的權益。

房價節節高漲,洛市建於1910年至1940年之間的西班牙殖民(Spanish Colonial)與都鐸(Tudor)復古式房子,紛紛被推倒改建盒狀巨宅,社區特色蕩然無存。

柯瑞茲與Herb Wesson、David Ryu、Jose Huizar三位市議員聯手推動修法,7日廣獲議會同仁支持。

但反對者指出,市場對大房子有其需要,並非都是投機客炒作。租金高漲,許多成年孩子搬回家與父母同住,甚至三代同堂,原有的老屋根本住不下。

儘管如此,還是有一票人認為市議會修法修得還不夠嚴格,他們推動明年3月7日公投,將巨宅開發商趕出洛市。
